The Communication Authority of Kenya (CA) has proposed a dramatic increase in licensing fees for satellite internet service providers (ISPs) like Starlink, potentially reshaping the satellite internet landscape in the country.

Under the new proposal, the cost of a 15-year Satellite Landing Rights (SLR) license would surge from USD 12,302 (KES 1.58 million) to USD 115,331 (KES 14.8 million), marking an almost 1,000% increase. Additionally, ISPs would be required to pay an annual fee amounting to 0.4% of their total revenue.

This regulatory adjustment, published in December 2024, comes as satellite providers like Starlink continue to expand rapidly in Kenya, addressing a growing demand for reliable high-speed internet, particularly in remote areas.

The CA claims that the proposed changes aim to enhance “technology neutrality,” allowing signals to land using any available technology and ensuring a fair regulatory environment for investors.

While the CA asserts that these changes will foster a level playing field, critics argue that the steep fee increase could stifle growth in the satellite internet sector and limit connectivity options for underserved communities.

The proposed changes are subject to public participation before implementation, leaving room for further debate on their potential impact.
